He glances at the notebook for a moment, then his eyes turn to Jacobi, and it's clear that he's considering how he wants to approach something. There's no displeasure, no disapproval, and there's a tilt to his head that Jacobi will know means he wants to know more but there are pressing matters that need to be dealt with first.
